Get Your Provisional Driving Licence

Before you can drive on a public road or take your theory test, you must have a valid UK provisional driving licence.

You can apply through the Driver and Vehicle Licensing Agency (DVLA). The application form (D1) is also available from your local Post Office if you prefer to apply by post.

You can apply for your provisional licence up to 3 months before your 16th birthday. However, it will not be valid until you turn 17. This means you cannot start driving lessons on public roads or take your theory test until then.


✔ You can apply for your first British provisional driving licence online if you:

  • Are a resident of Great Britain

  • Meet the minimum age requirement

  • Can meet the minimum eyesight requirement

  • Are not currently prevented from driving for any reason

  • Can pay using Mastercard, Visa, Maestro, Electron, Delta or Solo debit or credit card

  • Have a valid UK passport or another acceptable form of identity

  • Can provide addresses where you have lived over the last three years


As a photo is required for your licence, the DVLA may use your passport photo if you have one. If you do not have a passport, or if you prefer to use a different photo, you will need to send this separately to the DVLA.

Before you start your driving lessons with Zell Driving School Liverpool, you must show proof that you have a valid driving licence.

This is required to confirm that you are legally allowed to drive on public roads.

Your instructor will check your licence before your first lesson to make sure everything is correct and ready.

You may already be taking driving lessons or getting ready for your practical test, but you cannot apply for your practical driving test until you have passed your theory test.

📚 What the theory test includes

The theory test is made up of two parts:

  • Multiple choice questions

  • Hazard perception test

You must pass both parts to receive your theory test certificate.

You must pass this section before you can move forward to your practical driving test.


📋 Multiple Choice Questions

This part of the theory test checks your understanding of:

  • Road signs

  • Driving rules

  • Safety awareness

  • Real driving situations


⏱ Test format

  • Duration: 50 minutes

  • Total questions: 50

  • Pass mark: 43 correct answers

Each question will have multiple possible answers, and you must choose the correct one.


🎥 Some questions are based on short video clips showing real-life driving situations, such as driving through a town centre or on a country road.

You can watch these clips more than once before answering.

The exact theory test questions are no longer published.

Practice materials will help you understand the format, but the real test questions will not be exactly the same.

Before starting this part of the test, you will first watch a short video explaining how the hazard perception test works.

After that, you will be shown a series of video clips on a computer screen.


🎥 What to expect

The clips show everyday road situations, such as:

  • Driving in city traffic

  • Junctions and roundabouts

  • Pedestrians and cyclists

Each clip will contain at least one developing hazard, and some clips will include two developing hazards.


⚠ What is a developing hazard?

A developing hazard is something that may cause you to take action, such as:

  • Slowing down

  • Stopping

  • Changing direction

Your task is to identify these hazards as early as possible.


🎯 How scoring works

  • Each clip is scored up to 5 points

  • The earlier you spot the hazard, the higher your score

  • Late clicks score lower, and too many clicks may score zero

Once you have passed your theory test, you can apply for your practical driving test.

📍 What happens during the test

During your practical test, you will:

  • Drive on real roads in Liverpool

  • Follow a sat nav or traffic signs

  • Drive independently for around 20 minutes

  • Perform one reversing manoeuvre


🧩 What the test includes

Your test will assess:

  • General driving ability

  • Control of the vehicle

  • Awareness of road users

  • Decision making and safety

You will also be asked “Show Me / Tell Me” questions during the test.

Your instructor will guide you and let you know when you are test-ready.
