DVSA Announces Major Changes to the Driving Test Booking System

The Driver and Vehicle Standards Agency (DVSA) has announced important changes to the UK driving test booking system. These updates aim to make the system fairer and easier for genuine learner drivers who are trying to book their driving test.

For many learners across the UK, finding a driving test date has been difficult. In some cases, third-party websites and automated bots booked large numbers of test slots and then resold them at much higher prices.

The DVSA has now introduced new rules to prevent this problem and improve access to driving tests for real learners.


Why the DVSA Is Changing the Booking System

Over the past few years, many learner drivers have struggled to find available driving test appointments. Some companies used automated software to book test slots in bulk and then resell them at inflated prices.

In some cases, learners were paying £200 to £500 for a test that officially costs:

  • £62 for a weekday driving test
  • £75 for an evening, weekend, or bank holiday test

The DVSA is now taking action to stop this practice and make the system fairer for everyone.


1. Only Learner Drivers Can Book Their Own Driving Test

One of the biggest changes is that only learner drivers will be able to book their driving test directly through the DVSA website.

This means that:

  • Driving instructors will no longer be able to book tests on behalf of students
  • Driving schools cannot reserve test slots
  • Third-party booking websites will not be able to access the system

Once a test is booked, it will only be allowed to be changed once. This rule is designed to stop people from repeatedly moving test dates to hold multiple slots.

The goal is to ensure that each test appointment is used by a real learner driver who genuinely needs it.


2. More Examiners to Reduce Waiting Times

The DVSA has also announced plans to increase the number of driving examiners in order to reduce waiting times.

To achieve this, the DVSA will:

  • Recruit and train additional driving examiners across the UK
  • Bring in examiners from the Ministry of Defence (MoD) to support testing centres
  • Offer a £5,000 retention payment to encourage current examiners to stay in their roles

These steps should increase the number of available driving test appointments and help reduce the long waiting lists many learners have experienced since the pandemic.


3. What This Means for Driving Instructors

Previously, some instructors used the DVSA Online Booking System (OBS) to help manage and monitor their students’ test dates.

With the new rules, instructors will no longer be able to book tests directly. Instead, learners will need to book their own tests through the official DVSA website.

Although this changes the process slightly, it should create a more transparent system where test bookings are controlled by the learners themselves.

Driving instructors will still guide students on when they are ready to take the test and help them prepare through lessons and mock tests.


4. Why This Change Is Important

These changes are designed to create a fair and transparent booking system for learner drivers.

The new system will help ensure that:

  • Test slots are not bought and resold by third-party websites
  • Learners pay the correct DVSA test price
  • Driving test appointments go to genuine learners
